Settlement growth

Morale penalties and recovery

Resolve the causes listed in the morale breakdown. Penalties from earlier shortages can continue after supplies recover.

Find active penalties

Open the settlement’s morale breakdown to identify the current penalties. Food shortages, inadequate services, unresolved situations, zombies and isolated areas can affect morale. More than one penalty may be active.

Address the shortage or condition named in the breakdown. A service building needs a continuing supply of the resources it consumes.

Historical morale losses

Historical penalties can remain after a shortage is resolved. Once the active shortage disappears from the breakdown, watch the morale trend as the settlement recovers. Keep resources available for other shortages during this period.

Leader effects and population loss

Housing is particularly important for Slumlord. Hermit changes the consequences of exploring near the settlement, while negative stamina can affect Personal Trainer. Check the selected leader’s effects when a penalty persists.

Low morale can reduce authority and cause settlers to leave. If population is falling, review the morale breakdown and the current settlement goal.
